Buckhead is not the only place in Atlanta that is trying to become a city - three unincorporated areas of Cobb County are also looking into the prospect. East Cobb, Lost Mountain and Vinings are currently the subject of feasibility studies conducted by UGA’s Carl Vinson Institute of Government. Each city would have its own planning, zoning, parks, recreation, code enforcement and sanitation; at least three of these services are required by law for cityhood to be enacted. Police, fire and emergency services would remain under the county’s jurisdiction. Tom Ham of the Vinings Exploratory Committee said becoming a municipality is attractive to residents who want to avoid excessive development and “runaway” government spending, but Michael Lee Owens, an Emory University political science professor, told Axios, “They really don’t want to do anything that costs the big bucks.
